According to Representative Rashida Tlaib (D-Mich), the decision by the Biden administration to include Israel in the Visa Waiver Program is seen as condoning and endorsing what she considers to be discriminatory practices by the Israeli government towards Americans seeking entry, including instances of prolonged detention and interrogation.
On Wednesday, Homeland Security Secretary Alejandro Mayorkas and Secretary of State Antony Blinken announced that Israeli citizens would no longer require a visa to visit the United States.
However, on September 8, fifteen U.S. lawmakers called on Secretary of State Antony Blinken to delay Israel’s entry into the U.S. Visa Waiver Program. They argued that Israel had not met the program’s requirements by the September 30, 2023 deadline and should not implement a two-tiered entry system that goes against the principle of equality.
The underlying concern revolves around the fact that some individuals from the Middle East enter Israel with harmful intentions, as reported previously. One of the key conditions set by the U.S. for approving the agreement is that American citizens entering Israel receive the same treatment as Israelis entering the U.S. This includes Palestinians with American citizenship visiting the West Bank and Gaza Strip, as well as Arab Americans from nations unfriendly to Israel. The U.S. aims to prevent the mistreatment of its citizens based on their place of origin.
Moreover, Americans with expired visas in Israel will be allowed to renew them if they travel to another country and return. The U.S. is committed to informing Israel about planned entry by terrorists and criminals, although Israeli security officials have raised concerns about potential security loopholes.
In addition, the U.S. requests that Israel exempt “Palestinian” Americans with an ID card issued by the Palestinian Authority from security checks. Initially estimated at 5,000, a thorough examination revealed that there are at least 20,000 such ID cardholders vouched for by Ramallah. This poses challenges for Israel, as some of these individuals may pose a threat.
In August, it was revealed that over 12,000 “Palestinian-Americans” in the Palestinian Authority had entered Israel recently due to eased travel restrictions, in line with the U.S. visa waiver program. Israel’s security establishment believes there are many “Palestinians” with American citizenship residing in the West Bank.
Rashida Tlaib asserts that the right-wing Israeli government often mistreats Americans seeking entry, citing her and Representative Ilhan Omar’s denial of entry in 2019. She believes that the Biden administration is enabling further discriminatory practices and violence against Americans, referencing the murder of Shireen Abu Akleh. She contends that the U.S. government should hold the Israeli government accountable for ensuring equal treatment for all U.S. citizens, irrespective of their background, identity, or faith.
Tlaib also emphasizes the need for fairness in the Visa Waiver Program, which requires equal treatment of all U.S. citizens. She argues that the U.S. government’s decision allows a foreign government to discriminate against its own citizens based on certain characteristics.
Concerning the issue of “correspondence,” it is suggested that Israel should carefully monitor the number of Israeli terrorists traveling to the U.S. to target innocent civilians.
One U.S. official suggests that, for American citizens flying to Israel from abroad, there is an opportunity for the Israeli government to screen these individuals based on pre-trip information, particularly for those traveling to the West Bank.
The hope is that this will be the case, and the Israeli government will prioritize minimizing the number of Israeli terrorists traveling to the U.S. to harm innocent civilians.
